GSA Environmental Services

ATL offers a full range of environmental services to Federal Government customers. Our services are categorized according the following GSA Special Item Numbers (SINs):

Environmental Planning Services and Documentation (899-1)

Environmental Assessment - ATL provides technical support for environmental assessment through a variety of types of tasks, including the following. 

  • Planning and documentation services for the development, planning, facilitation, coordination, and documentation of and/or for environmental initiatives (or mandates such as Executive Order 13423) in areas of chemical, radiological, and/or hazardous materials
  • ISO 14001 Environmental Management System (EMS) and sustainable performance measure development; Environmental Assessment (EA) and Environmental Impact Statement (EIS) preparation under the National Environmental Policy Act (NEPA)
  • Environmental program and project management
  • Environmental regulation development
  • Economic, technical and/or risk analysis

About ATL’s Environmental Planning Services and Documentation

Regulatory Guidance and Compliance – ATL supports Federal Government agencies that deal with radioactive and hazardous material and waste management as well as public and worker health and safety issues. We also support government contractors and private sector organizations in the area of environmental regulatory compliance. We support services for policy, regulatory, and compliance issues, including waste projection analysis; analysis and evaluation of disposal capacity; development of chemical and environmental assumptions for high-level waste characterizations and evaluations; cost analyses to support budget formulation, strategic planning identification of opportunities for privatization, and performance measurement; and environmental audits of workplace activities.

Environmental Impact Statement – ATL provides the NRC’s NMSS with NEPA and related compliance and licensing support. In addition, we offer services that include review, development, and preparation of Environmental Impact Statements (EISs) and Environmental Assessments (EAs) in support of NEPA.

Waste Management – ATL supports DOE and NRC waste management programs to ensure the safe treatment, storage, and disposal of all types of radioactive, hazardous, mixed, and sanitary wastes. Our support services include radioactive and hazardous waste management; planning and policy analysis; and radioanalytical laboratory services.

ATL is familiar with the low-level waste disposal facilities licensed by the NRC and Agreement States as well as DOE treatment and disposal facilities. Our experience includes disposal alternatives and remediation and treatment technologies investigation; environmental and health impact assessment of onsite and offsite disposal of contaminated material and waste; transportation analysis of radioactive and hazardous wastes; soil and ground-water cleanup criteria determination based on regulatory and policy guidance; and audit and pre-audit services to determine waste acceptance criteria compliance.

ATL has extensive experience with the formulation, evaluation, and implementation of policies and plans for management of the treatment, storage, transportation, and disposal of radioactive, hazardous mixed, and sanitary wastes. We also assist in developing performance assessments and waste acceptance criteria.

In addition, ATL’s Radioanalytical Laboratory is capable of supporting the characterization of wastes, facilities, and sites. Our lab specializes in radiochemical analyses of difficult-to-measure radionuclides.

SIN 899-3 Environmental Training Services 

ATL provides aid agencies in training personnel in a variety of environmentally related subjects in order to meet Federal mandates and Executive Orders. Environmentally related training is conducted on- or off-site using standard off-the-shelf, customized, or computer/web-based interactive courses. Examples include the following:

About ATL’s Environmental Training Services 

Industrial Hygiene – ATL’s professional staff provides expertise to support client needs for OSHA compliance audits (safety and industrial hygiene); workplace hazard assessments; hazard control and abatement; safety and health program evaluation and development; hazardous waste site safety and health services; policy analysis and development; safety and health training development and delivery; construction site audits and related services; guidance and technical document preparation; performance assessments; and biostatistical analysis.

ATL also conducts onsite industrial hygiene evaluations, analyzes workplace contaminant samples at our laboratory, and prepares reports summarizing our evaluation results and recommendations for control strategies.

Occupational Safety and Health – ATL provides occupational safety services to government facilities, industry, construction, and laboratories. Our team members have work experience in both government (OSHA, DOE, DoD, NIOSH, EPA) and private industry and are currently active participants in the safety sector, up-to-date in their knowledge of regulations, and aware of current trends and issues.

ATL has over 40 health and safety professionals with experience creating safer workplaces by (1) developing and implementing comprehensive health and safety programs or evaluating existing programs, (2) developing safety committees, and (3) educating employees. We believe in forming partnerships with our clients to complement existing health and safety staff. We also work onsite to proactively identify issues before they become problems.

ATL’s worker safety consulting practice provides a full range of services related to worker safety including program evaluation, review, and development; safety and liability evaluations and audits; and training (respiratory protection, hazard communication, loss prevention).

Health Physics and Radiation – Integration is a critical aspect of the quality of and value of ATL services. Our technical specialists are available to integrate our radioanalytical laboratory services with your operations. Our capabilities in the area of health physics and radioactive materials management during decommissioning and decontamination activities include characterization, verification, transportation, and brokering; onsite laboratory capabilities; advanced survey equipment; dose assessment and reconstruction; risk assessment; safety program audits; integrated safety and environmental programs; epidemiological studies and toxicological profiles; field and database epidemiologic study design and execution; toxicological research and analysis; and health records compilation and integration.

Nuclear Safety – ATL has ongoing relationships with the U.S. Department of Energy (DOE) and the U.S. Nuclear Regulatory Commission (NRC). Our familiarity with these agencies is valuable to all our nuclear/criticality, safety, and risk assessment clients.

ATL personnel offer expert professional experience in a variety of engineering disciplines such as nuclear, mechanical, electrical, civil, and chemical engineering. The company’s extensive knowledge of nuclear operations was gained through hands-on experience in the areas of operation, maintenance, testing, and inspection at a variety of nuclear facilities. ATL offers our nuclear clients a depth of knowledge, skills, and experience in the areas of integrated safety management, configuration management, and similar activities related to the formality of operations and the safe conduct of nuclear facilities. Additionally, ATL staff possesses a detailed knowledge of DOE and NRC standards and directives, relevant industry (consensus) codes and standards, applicable Federal regulations, DOE and NRC rules, and the nuclear industry regulatory processes.

ATL assists the DOE with the development and implementation of Authorization Basis requirements for Documented Safety Analyses (DSA) and compliance with the requirements of 10 CFR Part 830. Additionally, ATL is experienced in environmental safety and health risk assessments and has prepared and conducted independent reviews of facility operations, Safety Analysis Reports (SARs), Basis for Interim Operation, and Health and Safety Plans (HASPs) that integrate nuclear and occupational safety and health requirements.

ATL supports the NRC with safety and NEPA environmental assessments, licensing application, and regulatory relief petition reviews. ATL’s nuclear criticality and environmental impact expertise provide detailed knowledge of the current and proposed regulations and the NRC review process. This knowledge and experience helps assure smooth and well run reviews and evaluations for all of ATL’s clients.
