ATL offers a full range of environmental services to Federal Government customers. Our services are categorized according the following GSA Special Item Numbers (SINs):

About ATL's Environmental Planning Services (899-1)
Environmental Assessment - ATL provides technical support for environmental assessment through a variety of types of tasks.

ATL also has excellent Information Technology capabilities which, when combined with the skills of our instructional developers and environmental experts, enables us to produce state-of-the-art technology-assisted training courses. Our staffs are experienced in applying CD-ROM and multimedia technology, as well as incorporating video/audio and programming into the flow of the training material to produce a truly interactive training.

ATL designs and develops interactive technology-assisted courses and distance-learning tools using internet technologies.

ATL is experienced in video teleconferencing technologies. Our experience allows ATL to offer this as an affordable alternative for providing contemporaneous, fully interactive “live” training to multiple sites.

SIN 899-4 Waste Management Services 
ATL supports the formulation, evaluation, and implementation of policies and plans for managing the treatment, storage, transportation, and disposal of radioactive, hazardous, mixed, and sanitary wastes. ATL identifies waste data resources, collects and organizes data necessary for decision making, identifies data gaps, and performs necessary research or data collection to fill those gaps. Data is maintained in an easily accessible form in electronic databases and web applications.

ATL provides effective public participation management for the government client in all phases of waste management decision making. We maintain a focus on our client’s goals while facilitating smooth, effective, and orderly stakeholder processes.

About ATL’s Waste Management Services
ATL can approach regulatory, technical, and economic analysis from either of two directions:

  • ATL can evaluate the technological and economic feasibility of regulatory options under consideration by a government client that is an environmental regulator.
  • ATL can perform a detailed analysis of both the regulatory framework surrounding a planned or proposed undertaking and the impact of existing regulations and standards on the feasibility of the proposed initiative.

ATL can conduct engineering reviews and technical/economic assessments of proposed waste management projects. These include assessment of need, design analysis, evaluation of project plans in terms of cost, schedule, technical readiness, and compliance with environmental requirements.

ATL is experienced in conducting design, performance, and hazard assessments. Staff members evaluate engineering design and perform source terms evaluation, dispersion modeling, and dose/risk assessments of all pathways in order to address the impacts and risks from a waste treatment process or a waste disposal facility.

ATL uses both qualitative and quantitative risk assessment approaches, as warranted by circumstances surrounding a waste management activity. In qualitative risk assessment, ATL identifies pathways and describes the nature of the hazards based primarily on the design, dispersion modeling, current scientific literature, and other current information.

In quantitative risk assessment, ATL quantifies the anticipated risks to human health or the environment, affording decision-makers a valuable tool with which to weigh the expected health and environmental costs and benefits of alternative strategies. In presenting quantitative risk assessment findings, ATL fully explains the sources and degrees of uncertainty in the risk calculations.

ATL works with the client to build an effective community stakeholder involvement process. This includes:

  • Educating and informing stakeholders about issues associated with the client’s activities.
  • Educating the client’s decision-makers about regional, local, or industry sector concerns.
  • Providing opportunities for stakeholders to participate in an open process to articulate their values and principles.

SIN 899-5 Hazardous Materials Management Advisory Services
Advances in information technology continually present government agencies with new opportunities to improve stakeholder communication and provide positive support for compliance efforts. ATL’s expertise in both hazardous materials and information technology helps government clients take the best advantage of such opportunities.

ATL assembles existing MSDS and other information from appropriate sources and makes this available electronically according to the needs and preferences of the client. This information can be formatted in a way that allows it to be searched easily, downloaded as an image or word processing file, or distributed via CD-ROM, internet, or other means.

ATL assembles information on regulatory issues and new chemical safety, toxicology, and other hazardous materials and environmental factors related to the MSDS of new chemicals.

ATL manages on-line discussions, or “cyberforums” in which government clients and stakeholders carry on a dialogue related to a hazardous substance or an environment, safety and health issue. Typically, such a “cyberforum” is posted on the client’s web site. At the end of the discussion, ATL summarizes all inputs and provides the government client with a recommendation regarding the conclusion, pros and cons, or strategy for each subject. This method has proven itself to be a useful way for regulators and stakeholders to interact informally, as well as a fairly inexpensive way to acquire professional opinions and stakeholder comments.

ATL has developed “e-hasp,” an electronic health and safety planning tool. This device contains a series of comprehensive databases that assist a user in the development of health and safety plans for environmental radiation tasks. E-hasp helps to answer questions about the hazards, chemicals, and other conditions encountered at a site.

ATL has developed a low-level radioactive waste database to properly track low level waste generation, transportation, storage, and disposal. ATL initiated this database in 1992, and we continually refine it to better enable government clients to manage low-level waste data.

SIN 899-6 Telephone Advisory Services 
Safety and Health Administration’s Office of Compliance Programming. Similar service is available to other government agencies with regulatory or compliance roles. ATL staff respond to calls placed by members of the regulated public with answers obtained from published interpretive guidance, standards, regulations, existing interpretation letters, preambles, directives, and other agency documents. Most callers receive information the same day, and fewer than 10 percent of calls require referral back to government agency staff. The method of response varies, depending on the inquiry. Responses are made verbally, by faxing pertinent documents, and/or by emailing URLs of appropriate on-line documentation. At present, nearly precent of calls are made by individuals who received satisfactory assistance on a previous call to ATL.

ATL maintains a database for tracking incoming calls and their disposition. The database captures the date, caller’s name, phone number, subject of the call, related standards and regulations, completion date, and whether the call was referred to a government agency staff member.
