222-S Request for Proposal (RFP) NUMBER DE-RP27-04RV14548

Prospective Offerors
This letter transmits a RFP No. DE-RP27-04RV14548 for performance of the Analytical Services production function of receiving, handling, analyzing, storing samples, performing special tests, and reporting the results of the analyses and tests to the contractors of Department of Energy (DOE) Offices at the Hanford Nuclear Site near Richland, Washington. These functions will be performed through a contract with the DOE Office of River Protection. The analytical services to be acquired will be performed at the 222-S Laboratory complex located in the 200 West Area of Hanford. These services support cleanup and closure of the Hanford site and are a critical activity in achieving closure goals of all Hanford projects. This scope may also include other DOE work supporting scientific research and other DOE sites.

The Government intends to award a cost-plus-multiple incentive-fee contract resulting from this solicitation. The contract period of performance is estimated to be for a five-year period with options for renewal of up to five years based upon the discretion of the contracting officer. Offerors are cautioned to examine carefully the entire RFP.

This is a Small Business Set-Aside procurement. Only offers submitted by small businesses will be accepted. The criteria for meeting small business size standards can be found within the Small Business Administration website, North American Industry Classification System code 562910, Environmental Restoration Services. See Section L.21 for guidance.

Detailed instructions, along with page number limitations, are described in Section L. Any exceptions or deviations to the terms of the RFP may make the offer unacceptable for award without discussions. If an Offeror proposes exceptions to the terms and conditions of the Contract, the Government may make an award without discussions to another Offeror that did not take exception to the terms and conditions of the Contract. Proposals are to be submitted in hard copy form only, following the directions given in Section L. Facsimile or electronic commerce offers will not be accepted. All pages must be paper size 8 1/2 x 11. Each proposal shall include an original and eight copies of each volume and with three Compact Disks (CDs) for each volume.

A signed letter of commitment must be submitted for each individual listed as a key person, stating the information contained in the résumé submitted as part of the proposal is true and correct, and the individual will accept the position identified in the proposal.

It is requested that RFP Clause L.37, Offeror Intention to Submit an Offer, be returned to the Contracting Officer if you intend to offer on this RFP.

Questions may be submitted to the Contracting Officer, Clo Reid, via IIPS at http://e-center.doe.gov. It is the Department's intent to respond to RFP questions as quickly as possible. Answers to questions that are submitted will be provided on IIPS.

Offers are due by 4:00 P.M. Pacific Time on March 12, 2004, and must comply with the provisions of Section L. All recipients of this RFP are cautioned to contact only the designated DOE point of contact, Ms. Reid, until after contract award.
