Advanced Technologies and Laboratories International, Inc. (ATL) has the capability to provide technical support services in response to health threats, emergency preparedness, counterterrorism planning, or safety concerns. Supplemented by ATL’s integrated management capability, our health and safety specialists and emergency preparedness planning and training experts successfully support the Occupational Safety and Health Administration (OSHA) and the Department of Energy (DOE) in the areas of worker protection, facility decontamination, and threat assessment and response-planning activities. In addition, ATL supports DOE and the Nuclear Regulatory Commission (NRC) in hazard analysis, radiological protection, and emergency preparedness.

Emergency Preparedness and Training ATL’s emergency preparedness staff supports DOE in preparing emergency plans and performing hazards and vulnerability assessments.
Our experienced staff provides technical assistance to enhance the Department’s readiness for any emergency response, especially those involving hazardous chemicals and radiation. ATL’s past support has included emergency response training and threat assessment activities as well as the development of a national emergency management plan for OSHA.
Emergency Response Training ATL developed and deployed over 20 courses for the Nonproliferation and National Security Institute in Albuquerque, New Mexico. These courses range from entry-level introductory courses to expert-level advanced courses in emergency preparedness and response training.
Course topics include notification and communication, termination and recovery, emergency medical planning and decisionmaking, protective actions and reentry, appraisals and assessments, emergency event cause and analysis, and other related subjects. ATL presented these courses using live and interactive television broadcasts, and standard classroom instruction.
Threat Assessment ATL provides analytical, technical, and operational support to DOE’s Office of Emergency Management for assessing communicated and programmatic threats directed towards DOE facilities, programs, operations, and personnel. This support includes safety and safeguards assessment and analysis of domestic and international threats to DOE facilities, programs, operations, and personnel for each of the Department’s sites that produce, store, transport, or use spent nuclear materials. Also included are analyses of threats, proliferation, and black marketing activities with emphasis on nuclear materials and facilities.
National Emergency Management Plan ATL assisted OSHA in developing its National Emergency Management Plan (NEMP). The NEMP establishes procedures and policy for OSHA’s national and regional offices during responses to nationally significant emergencies. In addition, it identifies and ensures designation of key agency roles and responsibilities, and outlines procedures to ensure that trained and equipped personnel and logistical and operational support are in place to provide coordination of technical assistance and consultation for emergency response and recovery worker health and safety. ATL developed training slides and talking points for two presentations to highlight the planning and activation requirements placed on OSHA personnel by the NEMP. These two training presentations are directed at OSHA staff to provide them with an understanding of their responsibilities under the plan. ATL also developed a third presentation that provides guidance and information to other Federal, State, and local agencies and organizations concerning OSHA’s mission and roles, and the support capabilities OSHA can provide during a nationally significant incident.
Information Technology ATL’s Information Technology staff has demonstrated performance in supporting the Department of Homeland Security’s U.S. Citizenship and Immigration Services in its videoconferencing, communication, network, claim processing, database management, and web applications. ATL currently supports more than 100 immigration offices, courts, jails, detention centers, and Bureau of Prisons nationwide with video teleconferencing systems installation, troubleshooting, and user technical training.
