Environmental Waste Management

Advanced Technologies and Laboratories International, Inc. (ATL) uses practical techniques, lessons learned, and hands-on field experience to provide environmental support to our customers. With experts in major federal environmental regulations, ATL offers services in the areas of site investigation, remedial design and implementation, decommissioning, compliance, environmental engineering, technology evaluation and deployment, risk assessment, and hazardous, solid and radioactive waste management. ATL provides cost-effective solutions to a broad range of environmental and waste management needs for both the public and private sectors.

Radioactive and Hazardous Waste Management
ATL has been instrumental in DOE and NRC waste management programs to ensure the safe treatment, storage, and disposal of all types of radioactive, hazardous, mixed, and solid wastes. We are familiar with the low-level waste disposal facilities licensed by the NRC and Agreement States, as well as DOE and hazardous waste treatment and disposal facilities. Our experience includes:

  • Investigating disposal alternatives, remedies and treatment technologies
  • Assessing environmental and health impacts of onsite and offsite disposal of contaminated materials and wastes
  • Analyzing the transportation of radioactive and hazardous wastes, as well as the environmental assumptions used for high-level waste characterizations and evaluations
  • Preparation of independent cost analyses for specific projects to support budget formulation, strategic planning, identification of opportunities for privatization, and performance measures development and execution
  • Legislative and regulatory analysis of environmental regulations
  • Business case and technical policy assessments of materials recovery and recycling
  • Integrated strategic planning, budgeting, and management system support
  • Development of a sampling design tool box that helps bulk sampling meet rigorous statistical controls and allows automatic Data Quality Objectives evaluations
  • Collecting surface loading, bulk, and air samples for contaminant characterization and clean up verification
  • Designing RCRA/CERCLA and voluntary remediation using passive techniques such as Monitored Natural Attenuation and bioremediation
  • Operating a radiochemistry and analytical laboratory with a “hot cell” to analyze both exotic and routine environmental samples

Environmental Impact Analysis
ATL reviews, develops, and prepares environmental impact statements (EISs) in support of the National Environmental Policy Act (NEPA). Examples of ATL’s work include:

  • EIS for the decommissioning of a nuclear fuel fabrication facility
  • EA for the relicensing of an independent spent fuel storage installation. ATL provided cost-effective solutions to a broad range of energy and environmental issues for the Department of Energy, Nuclear Regulatory Commission, Environmental Protection Agency, and other government and commercial clients
  • Providing audit and pre-audit services to determine waste acceptance criteria compliance for facilities shipping transuranic waste to the Waste Isolation Pilot Plant in Carlsbad, New Mexico.

Planning and Policy Analysis/ Regulatory Guidance and Compliance
ATL supports agencies that deal with radioactive and hazardous materials, as well as public and worker health and safety issues. We also support government contractors and private sector organizations in the area of regulatory compliance. Our expertise in policy, regulatory, and compliance support includes the following:

  • Waste projection analysis
  • Analysis and evaluation of disposal capacity in view of site and waste radiological characteristics
  • Development of chemical and environmental assumptions used for high-level waste characterizations and evaluations
  • Preparation of independent cost analyses for specific projects to support budget formulation, strategic planning, identification of opportunities for privatization, and performance measurement development and execution
  • Legislative and regulatory analysis for various clients
  • Business case and technical policy assessments of materials recovery and recycling
  • Integrated strategic planning, budgeting, and management system support
  • Staff experience working on Capital Hill tracking environmental legislation and Congressional testimony
  • Expertise in NEPA, RCRA, CERCLA, TSCA, SDWA, CWA and OSHA regulations and applications
  • Permit application and compliance experience in NPDES (and various SPDES), RCRA
  • Experience in preparing the following plans: Spill Prevention Control and Countermeasures (SPCC), Stormwater Management, RCRA Contingency, Corrective Action, Work, Sampling and Analysis, and Health and Safety Plans
