Facility Operations and Management Services

As government and private industry entities continually strive to more effectively manage facility operation and maintenance costs at large or remote properties, ATL is well qualified to serve our customers needs in achieving these objectives in assuming management and operation services for nuclear, chemical, and technology-based facilities or operations. 

ATL has a solid reputation and established resume serving the Department of Energy (DOE), Environmental Protection Agency, Nuclear Regulatory Commission, Department of Homeland Security, and Occupation Safety and Health Administration in the critical elements of successful facility operation. ATL currently maintains an extensive staff of full-time employees with significant experience providing Facility Operation services. We also possess a significant self-perform and financial capability to address the unique requirements of these types of contracts and maintain specialty maintenance management software systems for the accurate tracking and control of program metrics and costs.

ATL specializes in identifying savings in operating costs for nuclear, chemical, and/or technology-based facility and operations and assisting customers in the implementation of these savings. ATL also provides contract management or complete operations and management of such facilities or operations. ATL provides no risk identification of cost savings for facilities. This is accomplished by seeking solutions through financial management, waste reduction, space management, chemical usage and utility reduction, effective compliance and communication, as well as labor control. ATL's Performance Based Solutions enable, the owner customers, to implement process improvements and reduce operations expenses with no up front cost, and with absolutely no financial risk, because the project is paid for entirely from the resulting savings. ATL encourages a performance based contract and is willing to be paid on a performance basis. ATL's services can be paid for with the economic savings from existing budgets over a period of time. If ATL doesn't perform, there is no cost to you and no financial risk.

ATL will complete a no cost evaluation of your facility and present the preliminary data for your assessment. This no risk approach allows IOM and you to determine potential energy, chemical and operations savings by analyzing data unique to your facility. If you decide the data presented represents a significant benefit to your facility then ATL will proceed with a formal program, which will result in shared savings between your facility and ATL.

Our Expertise and Customer Successes
We have Management and Operating (M&O) and Management and Integration (M&I) prime contractor or subcontractor expertise through several contracts with DOE, Department of Labor (DOL), and Immigration and Naturalization Service (INS). In addition, ATL is a principal support contractor with many DOE, and National Laboratories and with other M&O/M&I contractors.

The operations and management plan is designed to describe just how the business functions on a continuing basis. The operations plan will highlight the logistics of the organization such as the various responsibilities of the management team, the tasks assigned to each division within the company, and capital and expense requirements related to the operations of the business. In fact, within the operations plan you'll develop the next set of financial tables that will supply the foundation for the "Financial Components" section.

Performance Management
The goal of performance management is to measure and make available various aspects of performance measures so that work performance can be maintained during the transition phase. Performance management involves three main steps. First, performance data is gathered on variables of interest to network administrators. Second, the data is analyzed to determine normal (baseline) levels. Finally, appropriate performance measures and quantitative thresholds are determined for each important variable so that exceeding these thresholds indicates a network problem worthy of attention. Management entities continually monitor performance variables.
ATL will implement configuration management is to ensure historical information and lessons learned in the past can be tracked and managed. ATL will apply state-of-the-art accounting and finance management so that individual or group results provides insight into current usage patterns, and usage quotas can be set at this point. Some correction, of course, will be required to reach optimal access practices. From this point, ongoing measurement of resource use can yield billing information as well as information used to assess continued fair and optimal resource utilization.

ATL will implement a proactive ES&H Compliance Management to document, detect, log, notify users of, and (to the extent possible) automatically to keep the environmental, safety, and health compliance. Proactive safety management will first determine symptoms and isolating the problem prior to any compliance concerns. Finally, the detection and resolution of the problem is recorded as lessons learned and into a compliance tracking Access database.

As most of nuclear or chemical facilities require Security Management. ATL will implement a security management to control access to resources according to government guidelines and/or hazard assessment results. A security management subsystem, for example, can monitor users for physical, classified document, and cyber security access.
